Route the MCLR pin to a pull-up resistor and a 100 nF capacitor; do not leave MCLR floating. Place the 4 MHz to 10 MHz crystal or resonator within 10 mm of OSC1/OSC2, and guard the oscillator traces with a ground ring to keep EMI and ESD from disturbing the clock. Use a 4-layer PCB with a continuous ground plane if the design is for an industrial or automotive environment, and place a ferrite bead on each cable leaving the board to suppress conducted noise.
